The Talent Uplift Collective (TUC) is a four-month experiential learning programme designed for undergraduates with Special Educational Needs (SEN) and disabilities. Through structured training and complimentary access to Coursera and LinkedIn Premium, participants can earn industry-aligned certifications to build career readiness.  

TUC offers personalised mentorship, corporate networking and team-based social impact projects while building connections within a supportive community.  

Education grants of up to $4,500 per programme cycle are available to up to 20 eligible participants from lower-income households.

Through a generous S$75,000 donation, recipients of the programme will be able to pursue their studies and explore inclusive career opportunities, strengthening their employability, workplace readiness, and confidence to succeed in their chosen careers.

Richard Hua Education Trust Fund

The Richard Hua Education Trust Fund was established under the will of the late Mr Hua, with the primary cause to award bursaries to needy students in Asia. Mr Hua appointed HSBC Trustee (Singapore) Limited to be the executor and trustee of his will and an independent advisory committee was also appointed to advise the trustee on the management of the Trust Fund.

In 1996, the Trust Fund registered as a charity in Singapore.

Need additional financial support?

Eligible participants may apply for the Education Grant, which provides up to $4,500 per programme cycle to help cover education-related expenses. Disbursed in two tranches, the grant aims to ease financial pressures and help level the playing field. 

Education Grant Eligibility

An ID card

Singaporean or Singapore Permanent Resident (SPR) with SEN.

Current or prospective undergraduate student in Singapore.

A stack of money with wording "max of $2800".

The monthly per capita household income not exceeding $2,800.

A scholarship paper crossed.

Not currently benefiting from any existing university, corporate, or government education scholarships. Community bursaries are allowed.

Committed to paying it forward to future generations after securing employment, through supporting the grant, mentoring, or volunteering.

How to Apply for TUC

Applications are assessed based on each candidate’s aptitude, attitude, and motivation. Shortlisted applicants will be invited for an interview with the selection committee. This is also an opportunity to ask any questions about the programme. 

Successful applicants will be notified by October 2026. 

To ensure a smooth application process, please prepare the following information and documents before submitting your application:

Proof of enrolment or a Letter of Acceptance (LOA) from a university in Singapore

Your most recent resume

Brief responses explaining your interest in joining TUC

If applying for the TUC Education Grant, your total monthly household income and income records from the past three months for family members living in the same household. Please calculate your total monthly household income before starting the application.

Optional supporting materials, such as a referee’s contact details, testimonials or recommendation letters, to strengthen your application

Frequently Asked Questions (FAQs)

What types of Tailored Assistance are eligible for this programme?
We welcome individuals with the following disability types: physical disabilities, visual loss, deaf or hard of hearing, autism, Attention Deficit Hyperactivity (ADHD), and Dyslexia.
I am still waiting for my university’s Letter of Acceptance (LOA). Can I apply?
The TUC 2026 is exclusively open to currently enrolled undergraduate students or individuals who will begin their studies no later than the upcoming year. We encourage you to apply once you have received your LOA.
I have National Service (NS) scheduled for this/next year. Can I still apply?
The TUC 2026 is exclusively open to currently enrolled undergraduate students or individuals who will begin their studies no later than the upcoming year. We encourage you to apply once you have completed your NS obligations.
I am currently an ITE/Polytechnic student but I intend to pursue higher studies. Can I apply?
The TUC 2026 is exclusively open to currently enrolled undergraduate students or those who will commence their studies no later than the upcoming year. Please apply once you have received the Letter of Acceptance (LOA) from a university.
Is there any government subsidy eligible to be combined with this programme?
Currently, only community bursaries are eligible to be combined with this programme. However, we recognise that there may be unique circumstances and we are open to considering individual cases during the interview process. Please provide any relevant details in your application.
Will I be required to pay any fees for this programme?
No, there are no programme fees. However, TUC alumni are encouraged to pay it forward after securing employment by supporting future cohorts through mentoring, volunteering or contributing to the education grant.
Is there a minimum attendance requirement?
Yes, all participants are expected to attend at least 80% of the sessions in the programme curriculum. Any absences must be supported by a valid reason & documentation. Please do consult us if you already have other planned commitments.
Can I withdraw from the programme midway?
We would like to avoid such situations and consider withdrawals on a case-by-case basis. Please do inform us if you have conflicting planned commitments.
How will projects be assigned?
We will assign you into suitable projects matching your background, strengths, interests & the project requirements. You will be involved in one project for the entire duration of the programme.
